I turned on the power at a neighbors apt and they did not pay the bill and I had to turn it off. Now I need them to pay the bill in payments. Is there an agreement that I need to have them sign?

Reply to Ed Johnson's Post: I was friends with her and her daughter and grandchildren and when her daughter turned out to be a complete loser leaving the children in the apt with grandma in 100+ degree weather with no electricity which meant no air conditioning last year and no food because the fridge was off and me storing all her food and taking ice over and them living by candlelight I decided this year that since grandma was working I would have the power turned on in my name as long as she would pay it and she agreed so when she paid the first bill I wasn't worried but when she didn't pay the next on I had to turn it off.
